1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

Can politically inspired property damage or destruction be justified? This question is hardly of mere academic interest, in light of recent political protests in Hong Kong, the USA, and elsewhere. Against some contemporary writers, I argue that placing property damage under an open-ended rubric of uncivil disobedience does not generate the necessary conceptual and normative distinctions. Drawing on Martin Luther King, Jr., I instead argue that property damage should not be equated or conflated with violence against persons; it also (...) takes a variety of quite different forms. Anyone hoping to pursue politically motivated property damage should meet preconditions whose stringency will be determined by a key question: Do their acts generate or at least plausibly relate to violence against persons? Our answer to the question provide some space for legitimate, politically motivated property damage. Although some theories of property resist the strict delineation of violence to persons from property damage I defend, they fail to capture the realities of property ownership in existing societies, including the USA and, as such, do not undermine my defense, under existing conditions, of limited property damage. The theory and practice of civil disobedience has once again taken on import, given recent events. Considering widespread dissatisfaction with normal political mechanisms, even in well-established liberal democracies, civil disobedience remains hugely important, as a growing number of individuals and groups pursue political action. 'Digital disobedients', Black Lives Matter protestors, Extinction Rebellion climate change activists, Hong Kong activists resisting the PRC's authoritarian clampdown…all have practiced civil disobedience. In this Companion, an interdisciplinary group of scholars reconsiders civil disobedience from many perspectives. (...) Using ideas gleaned from the philosophy of technology of Martin Heidegger and Hans Jonas and the philosophy of health of Georges Canguilhem, I argue that one of the characteristics of emerging medical technologies is that these technologies lead to new conceptions of health. When technologies enable the body to respond to more and more challenges of disease, we thus establish new norms of health. Given the continued development of successful technologies, we come to expect more and more that our (...) bodies should be able to respond to ever-new challenges of environment and disease by establishing ever-new norms of health. Technologies may aim at the prevention and treatment of disease, but they also bring about modifications of what we consider normal for the human being. We examine the issues concerning the legality and ethicality of the Second Amendment right to bear arms balanced by the employer's duty to provide a safe workplace for its employees. Two court rulings highlight this balancing act: McDonald et al. v. City of Chicago et al. and District of Columbia v. Heller. “Stand Your Ground” and “Castle Doctrine” laws in the recent Trayvon Martin shooting on February 26, 2012 are also applicable. Various ethical frameworks examine the firearms debate by (...) viewing the Second Amendment from three perspectives. These include a pro‐gun perspective drawing upon libertarianism and fundamental rights; a moderate gun perspective drawing upon consequentialism and stakeholder theory; and finally, an anti‐gun perspective drawing upon a Public Health Ethics and peace ethics approach. We explore the issue of gun control from a business perspective as employers face ethical decisions in responding to legislation that allows guns in the workplace and/or in employer parking lots while still being responsible to provide a safe workplace for their employees. We make recommendations regarding how companies should manage by proactively avoiding legal challenges to employees' rights to own and carry guns into the workplace. This includes emphasis on enhanced security, Human Resource policies and monitoring rapidly changing laws. (shrink)

Peter Abelard (1079–1142 ce) was the most wide‐ranging philosopher of the twelfth century. He quickly established himself as a leading teacher of logic in and near Paris shortly after 1100. After his affair with Heloise, and his subsequent castration, Abelard became a monk, but he returned to teaching in the Paris schools until 1140, when his work was condemned by a Church Council at Sens. His logical writings were based around discussion of the “Old Logic”: Porphyry's Isagoge, aristotle'S Categories and (...) On Interpretation and boethius'S textbook on topical inference. They comprise a freestanding Dialectica (“Logic”; probably c.1116), a set of commentaries (known as the Logica [Ingredientibus], c. 1119) and a later (c. 1125) commentary on the Isagoge (Logica Nostrorum Petititoni Sociorum or Glossulae). In a work Abelard called his Theologia, issued in three main versions (between 1120 and c.1134), he attempted a logical analysis of trinitarian relations and explored the philosophical problems surrounding God's claims to omnipotence and omniscience. The Collationes (“Debates,” also known as “Dialogue between a Christian, a Philosopher and a Jew”; probably c.1130) present a rational investigation into the nature of the highest good, in which the Christian and the Philosopher (who seems to be modeled on a philosopher of pagan antiquity) are remarkably in agreement. An accountability-based privacy governance model is one where organizations are charged with societal objectives, such as using personal information in a manner that maintains individual autonomy and which protects individuals from social, financial and physical harms, while leaving the actual mechanisms for achieving those objectives to the organization. This paper discusses the essential elements of accountability identified by the Galway Accountability Project, with scholarship from the Centre for Information Policy Leadership at Hunton & Williams LLP. Conceptual _Privacy by Design_ principles (...) are offered as criteria for building privacy and accountability into organizational information management practices. The authors then provide an example of an organizational control process that uses the principles to implement the essential elements. In "Heidegger and Criticism: Retrieving the Cultural Politics of Destruction", William Spanos examines the controversy, both in Europe and the United States, surrounding Heidegger and recent disclosures about his Nazi past. Not intended as a defense or apology for Heidegger's thought, Spanos instead affirms the importance of Heidegger's "antihumanist" interrogation of the modern age, its globalization of technology, and its neo-imperialist politics. The attack on Heidegger's "antihumanistic" discourse (by "liberal humanists" who have imported the European debate into the United (...) States) aligns ideologically with the ongoing policing operations of William Bennett, Allan Bloom, E.D. Hirsch, Roger Kimball, Dinesh D'Souza, and others in the spheres of higher education and cultural production. Throughout his arguments, Spanos focuses not so much on Heidegger the historical subject, as on the transformative cultural and political discourses and practices, implicit in and enabled by Heidegger's interrogations of Being and Time, that have led to the contemporary emergence of the multiplicity of resistant "Others" colonized by hegemonic discursive formations. All the while he reminds us that Heidegger's philosophic interrogations eventually generate a diverse body of transgressive writing and an oppositional intellectual climate in the West. Spanos is author of "Repetitions: the Postmodern Occasion in Literature and Culture" (1987) and "The End of Education: Toward Posthumanism" (Minnesota, 1992), and the editor of "Martin Heidegger and the Question in Literature" (1980) and the co-editor of "The Question of Textuality: Strategies of Reading in Contemporary American Criticism" (1982). This paper discusses the role of analogy in pre-theoretical experimental research, studying a particular historical case (the discovery and early investigation of X rays) and using the methodological ideas of William Stanley Jevons. The historical data and Jevons’ analysis suggest that the discovery of a completely new phenomenon is due to chance, but soon afterwards it is necessary that some assumptions provide a guidance to the research – otherwise, observations and experiments would occur at random, and that would sendom (...) lead to significant results. It is impossible to study all the factors that could possibly affect a give phenomenon, and hence the attention of the researcher must focus upon a small number of features. This choice, in a pre-theoretical context, must be guided by analogies. Contrary to tradicional analyses, this paper associates a peculiar epistemological status with analogies used in that kind of investigation: they are interpreted as originating desiderata, instead of probable hypotheses. RESUMO: A partir do estudo de um caso histórico particular (descoberta e investigação preliminar dos raios X), utilizando as concepções metodológicas de William Stanley Jevons, este artigo analisa o papel das analogias no processo de pesquisa experimental pré-teórica. A análise de Jevons e os dados históricos indicam que a descoberta de um fenômeno totalmente novo se dá ao acaso, porém logo em seguida é necessário que algumas suposições guiem a pesquisa, caso contrário as observações e experimentos seriam realizados totalmente ao acaso, o que dificilmente levaria a algum resultado. É impossível estudar todos os fatores que podem influenciar um fenômeno, e assim a atenção do pesquisador deve ser focalizada apenas sobre alguns aspectos, e essa escolha, em um contexto pré-teórico, deve ser guiada por analogias. Ao contrário das análises tradicionais, este artigo atribui um status epistemológico diferente às analogias empregadas nesse tipo de investigação, interpretando-as como geradoras de desiderata e não de hipóteses prováveis. In lieu of an abstract, here is a brief excerpt of the content:INTENTIONAL ACTIONS AND THE MEANING OF OBJECT: A REPLY TO RICHARD McCORMICK MARTIN RHONHEIMER Roman Athenaeum of the Holy Cross Rome, Italy I N HIS ARTICLE, " Some Early Reactions to Veritatis Splendor," 1 Richard McCormick discusses my article on Veritatis Splendor and its teaching about intrinsically evil acts.2 He challenges my defence of the encyclical's views and poses some concrete questions for me. At the same time, (...) McCormick complains once more about what he calls the encyclical's misrepresentation of the proportionalists' views, as well as about a general misunderstanding on the part of critics of what proportionalism, consequentialism, and their teleological approach are really about. To begin with, I find it somewhat surprising that McCormick presents intentional understanding of human acts and their objects as something discovered by proportionalists. McCormick seems to evade this level of argument, however, and in this way appears to beg the question about one of the central issues in the debate. At the same, it is not entirely surprising that McCormick had some difficulty in dealing with the central point of my argument (and of similar arguments),5 because his methodology is so entangled in the categories of the strongly legalistic and casuistic manual tradition.6 In my article, I explicitly dealt with the difficulty of understanding a virtue and first-person-centered view from the perspective of the manual tradition: It will, however, never be possible to render intelligible this moral methodology on the grounds of an ethic which from the beginning is concerned with justifying " moral norms." This is so because in such an approach the distinction between " object" and further intentions necessarily drops out of view. Em 1866, Johan Gregor Mendel publicou um artigo sobre os padrões que governam a formação de híbridos, baseando-se principalmente em estudos de cruzamentos experimentais de ervilhas do gênero Pisum. Segundo alguns historiadores da ciência, esse trabalho foi ‘redescoberto’ em 1900, estimulando uma série de pesquisas que procuravam verificar se padrões hereditários descobertos em Pisum se aplicavam a outros organismos. O objetivo deste artigo é discutir algumas das contribuições de William Bateson em relação ao teste e divulgação dos princípios de (...) Mendel, comparando-as aos estudos realizados por Mendel. Conclui-se que Bateson desenvolveu um novo programa de pesquisa mendeliano, pois embora seguisse uma metodologia semelhante à de Mendel e divulgasse seu trabalho, não se dedicou simplesmente a testar, explicar e defender suas ‘leis’. Concentrou-se nas exceções e desvios dos princípios mendelianos, procurando explicá-los através de novas ‘leis’. Introduziu uma nova terminologia e alterou a simbologia mendeliana.In 1866 Johan Gregor Mendel published a paper on the patterns governing the formation of hybrids, mainly grounded in his studies dealing with experimental crossings in sweet peas . According to some historians of science, this work was “rediscovered” in 1900, stimulating several researches which tried to verify if the hereditary patterns found in Pisum would also apply to other organisms. The aim of this paper is to discuss William Bateson’s contribution in relation to the test and dissemination of Mendel´s principles, comparing it to Mendel´s own work. It is concluded that Bateson developed a new Mendelian research program. Although he adopted a methodology similar to Mendel´s and disseminated Mendel´s own work, he did not simply dedicate himself to testing, explaining or defending it. He focused his attention on the exceptions and deviations from Mendel’s principles, trying to explain them with new laws. “Critical thinking in higher education” is a phrase that means many things to many people. It is a broad church. Does it mean a propensity for finding fault? Does it refer to an analytical method? Does it mean an ethical attitude or a disposition? Does it mean all of the above? Educating to develop critical intellectuals and the Marxist concept of critical consciousness are very different from the logician’s toolkit of finding fallacies in passages of text, or the practice of (...) identifying and distinguishing valid from invalid syllogisms. Critical thinking in higher education can also encompass debates about critical pedagogy, i.e., political critiques of the role and function of education in society, critical feminist approaches to curriculum, issues related to what has become known as critical citizenship, or any other education-related topic that uses the appellation “critical”. Equally, it can, and usually does, refer to the importance and centrality of developing general skills in reasoning—skills that we hope all graduates possess. Yet, despite more than four decades of dedicated scholarly work “critical thinking” remains as elusive as ever. Este ensaio examina o relacionamento possível entre o pensamento de Martin Heidegger enquanto emerge no Zollikon Seminaire na sua troca de idéias com Medard Boss e a perspectiva da psicanálise como aparece através do prisma da releitura de Freud oferecido por Jacques Lacan. Heidegger entende Freud como vítima de uma compreensão positivista da ciência que procura explicar o comportamento humano patológico por um complexo de causas discerníveis conscientemente. Quando determinados fenômenos não podem ser explicados desta maneira, Freud postula um (...) jogo de causas psíquicas que não são conscientes, cuja soma ele chama o "inconsciente". Desde que todos os fenômenos humanos são, para Heidegger, discerníveis via uma profunda fenomenologia do ser humano como o ser-no-mundo, a construção hipotética de Freud é desnecessária e, a longo prazo, perniciosa. Mas Lacan propõe uma nova maneira de compreender o inconsciente descoberto por Freud, a saber, que não deve ser entendido como um sistema físico de forças hidráulicas, mas como um processo que seja estruturado como um idioma. A pergunta levantada neste ensaio é se Heidegger seria ou não igualmente hostil à hipótese de Freud, apresentada a ele dentro da forma de Lacan, como algo "estruturado como um idioma". O ensaio sugere que a resposta poderia ser "provavelmente não". Baseado num exemplo clínico altamente simplificado, este ensaio esforça-se para mostrar a compatibilidade entre determinados conceitos básicos de Heidegger e diversos, de Lacan, em especial as noções da verdade e da liberdade.This paper examines the possible relationship between the thought of Martin Heidegger as it emerges in the Zollikon Seminaire through his exchange with Medard Boss and the perspective of psychoanalysis as it appears through the prism of Jacques Lacan's rereading of Freud. Heidegger takes Freud to be victim of a positivist conception of science that seeks to explain pathological human behaviour by a complex of consciously discernible causes. When certain phenomena cannot be explained in this way, Freud postulates a set of psychic causes that are not conscious, the sum total of which he calls the "unconscious." Since all human phenomena are, for Heidegger, discernible through a thorough-going phenomenology of human being as being-in-the-world, Freud's hypothetical construct is unnecessary and, in the long run, pernicious. But Lacan proposes a new way to understand the unconscious that Freud discovered, namely, that it is not to be thought of as analogous to a physical system of hydraulic forces but rather to a process that is structured like a language. The question raised in the paper is whether or not Heidegger would have been equally hostile to Freud's hypothesis, if it had been presented to him in Lacanian fashion as something "structured like a language". The paper suggests that the answer could be "probably not". On the basis of a highly simplified clinical example, it endeavors to show the compatibility between certain basic Heideggerean concepts and several of those essential to Lacan, especially the notions of truth and freedom. Carl Schmitt was a jurist, political philosopher, and a devoted student of Thomas Hobbes. Schmitt lived from 1888 to 1985 in Germany, and for a time enjoyed with Martin Heidegger the right to create under Hitler a new spiritual German state. Both men shared enduring veneration, admiring pilgrimages, and remain sources of political and philosophical discussions and interpretation. Recently, three of Schmitt’s books were added to the one already available in English, The Concept of the Political. Most of Schmitt’s (...) books are pamphlets addressing particular subjects, which were important at the time they were written. The interest we have in Schmitt today could not be easily evaluated if we were to turn to his books for historical information. He has written on topics that would interest the constitutional jurist and the political philosopher, but they are not vital books and, if lost, there would be little weeping. We write about Schmitt because we want to show the danger of every political philosophy that claims for its hypothesis scientific data. His theory of humankind is reduced to the problem of evil and his concepts of reality claim that realism, the analysis of what is, is eternally timed and fatefully structured. We read such realists with pleasure because they seem to satisfy our need to see our fellow human beings in the most dismal light. We read them with disdain because we are naturally idealistic and believe that we are condemned to no given condition, and that ideals are not absent from reality, but are the source of its evaluation and the power of its transformation. We read Hobbes and find him perceptive and insightful, for example when he tells us: “I put for a general inclination of all mankind a perpetual and restless desire of power after power that ceaseth only in death”. We seem to find much that is true and valuable. There is much that is absent if we believe that people and communities have always believed that reason and the reasonable force them to find differences between the good and the evil, between the truth and the lie, between the just and the unjust. The deepest difference lies between the philosopher of reason, or the speculative philosopher, and the political thinker who refuses to draw a distinction between what exists and what should exist, i.e., the thinker who absolutizes the given and values only what is suitable to it. Ifthe shift from human to transcendent mediation results only in personal destruction, then why bother? IfGirard is correct, and the power ofthe nonviolent Gospel is moving like a vapor through the world, where are the people who are living non-violently? Is there corroboration for Girard's statement, "A new kind ofhumanity is in the process of gestation; it will be both very similar to and very different from the one featured in the dreams of our Utopian thinkers" (Things Hidden 445)? The world is witnessing the healing power of non-violence without knowingthatGospel non-violence is involved. Millions ofmen andwomen are attempting to live non-violently in the "Utopian" community ofGirard and the Gospels without havingread Girard and withoutthe need to believe in the truth ofthe Gospels. It seems to me that the twentieth century has seen the establishment of a community not based upon scapegoating but, rather, upon having been scapegoated. It is a fellowship ofthe Spirit that distinguishes itself by being a fellowship ofbelievers without "religious" scapegoating. Itresembles first century Christianity and is experiencingthe same explosive growth. This phenomenon is what I call the non-violent "religion" ofAlcoholics Anonymous. In this Fellowship of A. A. we can see what might be called, in Girardian terms, a community of scapegoats. Since 1935 there has been a laboratory wherein the theories of René Girard are beingapplied. Bill Wilson, anothervisionary, intuitedthe underlying mimetic principles which Girard shows us, and implemented his understandings in orderto escape the violence1 ofhis addiction to alcohol. Though he did not articulate what he discovered in the way that René Girard has, Wilson found a way to break free ofmimetic desire. He knew that to continue to drink would result in his death (AA 13). Though he did not speak ofhis dilemma in terms ofmimetic crisis, he found a way out of alcoholism by exchanging the mediator of his desires. Although historians and philosophers of science usually try to explain the acceptance or rejection of hypotheses or theories by scientists, there are no well definite criteria to evaluate when a scientist accepts or rejects a theory/hypothesis. This work proposes a new method of analysis. The attitudes of scientists towards a theory or hypothesis are classified according to three dimensions (cognitive, instrumental and strategic). This method is exemplified by the study of the attitude of the British naturalist William Bateson (1861-1924) (...) towards chromosome theory. The analysis shows that Bateson never rejected the chromosome theory – a conclusion opposite to most historical accounts. RESUMEN: Los historiadores y los filósofos de la ciencia intentan explicar la aceptación o lo rechazo de determinadas hipótesis ó teorías por los científicos, pero no hay criterios claros que nos permitan decir lo qué es aceptación o rechazo. Este trabajo propone un nuevo método de análisis. Las actitudes de los investigadores son analizadas en relación a tres dimensiones (cognitiva, instrumental y estratégica). El método es ejemplificado por el estudio de la postura del naturalista inglés William Bateson (1861-1924) frente a la teoria cromosómica. The glossaries show how he has tried to remain consistent in his choice of terms and how he decided to render difficult terms like ratio and esse, which cause every translator of Aquinas problems. One could complain, however, that these nine pages of (...) glossary are not quite complete enough. A few missing entries, for example, are ' individual ' (which is used to translate concretum, suppositum, individuatum, and particufuris), ' subiectum ' (translated " substance " and " subject "), and' modus'. The briefest of bibliographical notes and an index complete the work. Here one might want to register a more serious complaint. The bibliographical note is much too brief to he especially helpful. The beginner could use some more suggestions about what to read as a follow-up to Martin's hook. All in all, this is a collection of readings from Thomas Aquinas one would like to see stay in print for a long time to come. Many who teach the thought of Aquinas in the round will want to make use of this work. And, by reading this work, philosophy students to whom Aquinas is an unknown will make a good beginning in becoming di· rectly familiar with one of the greatest of minds. ROBERT D. Father Woznicki has here produced a welcome addition to those worthwhile hooks exploring the philosophical vision of St. Thomas in depth and comparing and contrasting that vision with other philosophical outlooks. Such studies are important not just for Thomists hut for all who are interested in the thought of the Angelic Doctor. On the first page of his Foreword, Woznicki announces that being and order are so inextricably interrelated that it is absolutely impos· sihle to understand one without the other. With thorough scholarship and impressive depth, Woznicki hacks up his claim. The Foreword also includes Etienne Gilson's marvelous statement: "Metaphysics al- 152 BOOK REVIEWS ways buries its undertakers." Not only does Woznicki probe profoundly into St. Thomas's metaphysics but he shows with an enviable clarity what is metaphysically lacking in philosophies as diverse as those of Duns Scotus, William of Ockham, Descartes, Kant, and Whitehead. Woznicki's goal in this well documented study is to discover the order present in the very structure of being as being. In examining the concept of being itself, he claims that being can reveal itself in its inner disposition of both essential and existential characteristics only as something in which essence and existence are related to each other reciprocally and mutually. The Lublin Thomist distinguishes the predicamental and the transcendental modes of predication. While in the predicamental mode of predication a predicate is added to a being as its determining principle, in the transcendental mode of predication nothing can be added to a being as an extraneous nature, in the way that an accident is added to a substance or that a difference is added to a genus. (These additions cannot take place because every nature is essentially being.) The distinction between the two modes of predication permit the formulation of two kinds of concepts, namely, the predicamental and the transcendental. The former describe various grades of being which match different modes of being and so reveal.the various genera of being; the latter in depicting being in its universality express more clearly what is contained in the nature of being as such. A predicamental order of being is established through the predicamental concepts' description of being by its essential characteristics ; a transcendental order of being is established through the transcendental concepts' description of being as expressed by the existential characteristics of esse. Seit der Antike wird der Musik eine große emotionale Wirkung zugeschrieben. Bis heute sind unterschiedliche Erklärungsmodelle diskutiert worden. Das betrifft zunächst das Phänomen der Gefühle im Allgemeinen, aber auch die Frage nach der Ursache der ästhetischen Empfindungen im Besonderen. Die Gefühlslehre von Carl Stumpf versucht u. a. in seiner Auseinandersetzung mit William James (James-Lange-Theorie, die vornehmlich auf die somatische Genese der Emotionen insistiert) Erklärungsansätze zu entwickeln, die sowohl kognitive als auch emotional-wertende psychische Funktionen berücksichtigen. Dennoch ist in Bezug auf (...) das nur scheinbar triviale Verhältnis von Hören und Fühlen, Musik und Emotionalität unter stringent wissenschaftlichen Kriterien erst ein Anfang gemacht worden, weil die Thematik - wie der Band zeigt - von einer bislang unterschätzten Komplexität zeugt, die zukünftig wohl nur mit vereinten interdisziplinären Kräften einem besseren Verständnis näherzubringen sein wird.
